"These two have the power to shut up the sky, so that no rain may fall during the time of their prophesying; and they have the power to turn water to blood and to strike the earth at will with every kind of plague". (Rev 11:6 NEB).

THE SYMBOLIC MEANINGS OF PROPHESYING
IN A "SACKCLOTH" CONDITION.

"These two" of the above scripture are the witnesses of God in heaven and on earth. They are The Christ Michael and the Spirit anointed members of his "body" still alive on earth; the 144,000 composite "two witnesses" for God, that are of the heavenly "woman" of Revelation 7:4, 11:3, & 12:14. The "waters" are heavenly spirit waters (new understandings) from God, allegorically referred to as "rain", and sent by our Lord for his congregations, after His anointed ones were scattered.

While we as "witnesses" of God prophesy in a "sackcloth" condition, we are publicly making known His denunciations and the coming calamities from God; during which time no joyful things from our Lord are being prophesied. Instead, it is a time for mourning, repenting, and correcting the offences that have been revealed. Over such a long-lasting period, many denunciations are a spiritual "plague", like "locusts" (Joel 1:4,5); but "rain" is viewed scripturally as refreshing, and a time for spiritual growth.

When His witnesses struck certain people of the earth with God's righteous indignation just before His coming wrath, there was, and still is for many, a great need for repentance toward reconciliation. It is not a time for rejoicing, but a time for His congregation and Michael's "other sheep" of John 10:16 to be "washed" clean by His sent and now prophesied denunciations (from our 'strikings'). Some were even spiritually "killed" by these corrections, because they continued in their apostasy (not to be confused with those whose inactive "corpses" were symbolically speaking sent into "Sodom and Egypt". Rev 11:8). The aforementioned "waters" that apostates twisted the intended meanings of, were turned into blood -- theirs.

If anyone seeks to do us spiritual harm, words like fire pour out of our mouths in waves of denunciations to consume our enemies. We, His witnesses, torment rebellious spirits that are active within the lives of men and women. (See Rev 11:5).
